Hello, how often are these files executed?

cfg/server.cfg
cfg/sourcemod/sourcemod.cfg
cfg/sourcemod/ *all the custom plugins.cfg files* ?

Every map.

You can confirm this by starting up a map like c8m1_apartment. Then right before you close the saferoom door, change a setting in one of your plugins' .cfg file. Transition to the next map and the new cvar value will be used (check console to see the value changed).
