Just in case i confused many of you. Let me brieflly explain the situation.
amx_map and amx_votemap are supposed to be seperate flags. I am not saying they aren't, because when i assign only amx_votemap, admins can still vote by using console. However they can't vote by using amxmodmenu.(A screenshot is already posted in my earlier reply.)

To make "vote for maps" work for amxmodmenu, i have to give out both of the flags(amx_map and amx_votemap.)

I am thinking perhaps this amxmodmenu is glitchy or something, so i am asking for possible solutions to fix/edit this

Post this issue in Bug reports, because I don't see anything wrong.

This may be a little late but I think I know the cause.

If I'm not mistaken, you have to list the map names in the maps.ini file for them to show up in your menu.
