Well I have it kind of working.
Tried to achieve it with clientprefs, the only problem is if a client disconnects during a map change. I'll have to dive into SQL a bit to get it fully working.

You'll have to set the "duration" of each sound in your saysounds.cfg.
There's also a sm_saysoundhe_time_between_sounds cvar, the plugin will always use the highest value of ether the cvar or the "duration" key you've specified before players can play another sound.

Thanks for the swift response gHOsTy. Yeah, I don't think denying intro/sound text from repeating when a player manually disconnects and reconnect is a necessary feature. The plugin I use still repeats intros if they disconnect and rejoin, and it's not that much of a nuisance. The biggest nuisance is just the replay at every new map start (especially with multiple intro sounds).

daveyboye: Please test this version and let me know if it works fine or not.

Joinsounds shouldn't play again after a map change and you can display a text message for join/exit sounds and for normal saysounds.
For Joinsounds and Saysounds use "text" "blablabla" in your saysounds.cfg.
For Exitsounds use "etext" "blablabla"

EDIT: No negative feedback, plug-in available on the first page

Well it seems that problem started after a orangebox update.
Update your Sourcemod and Metamod. You're still on SM 1.3.4 and the current SM version is 1.3.6.

but its the same result as before...

i found out that when i say "/say [soundtrigger]" it works
it works too, when i enter the admin menu with "/admin" the admin sound is played...
