Did you already discover that Valve has removed the downloads folder in L4D2, Linux, server side only. I discovered it because I wanted to take a closer look at a player's spray paint.

Update:

nvmnd .. Valve has apparently disabled the use of custom spray in an attempt to stop the server attacks. Without results, by the way. I saw in console all dat files get blocked. Seems Valve has no idea how the attacks work.

sv_allowupload is set to 0 by default now in L4D2.

Looks like Valve released an update forcing sv_allowupload 0 on all servers due to a (probably new) undisclosed exploit. Does this plugin check if the uploaded sprays are indeed valid spray files (A general solution) or is it only for already known exploits?

Not anymore. Valve was investigating issues on servers (probably caused by their own recent updates (to fix packet spam). The issues are now resolved and "sv_allowupload" is now set back to 1 - likely by yesterday's undocumented hotfix.
