Everytime i ban a steam ID or IP, the ban list gets reset when i shut down the server. Is there a way to remember to ban list?? Thanks

Put that into your config files somewhere(prefer server.cfg).

We use this plugin to have our server remember "temporary" bans - which are normally lost on a server restart because temporary (non-permanent) bans are only stored in memory

I didn't say that everyone has a database. Although if you get your server from a provider, they usually give you 100 MB or so of web space and a couple of databases. If you have full control over the box it's on, you can just install apache, PHP, and MySQL pretty easy.
