No, its position is defined in the client's hudlayout.res, can't be changed serverside.

Every player can customize his hudlayout.res himself and change the x, y pos
values, just use GCFScape to extract the original one out of the .gcf (scripts/hudlayout.res or something) and put it into your game's directory.

But as mentioned above, there is no way to change it serverside.
