Server rates and how do I edit them?

Hello,
I am running HLDS server with CS 1.6 on my home PC.
I have upload speed of 5Mbps.
Is the file to edit only "server.cfg"? Or there are more places to edit.

Also, all the sticky posts here about rates are outdates and not working.

Please help me determine what rates, and exactly the commands I need to put on my config file.

I want a 10-player server
