Not... necessarily.

You should also be able to do it from autoexec.cfg or another cfg file that executes from the startup line.

Just remember to not use + for commands being run from a .cfg file.

Note: To do it this way, you'll need to create webapi_authkey.txt in the csgo directory with your auth key in it instead of using -authkey, as that one really does only work on the command line.
