I'm searching a Plugin which opens the possiblity to fully and automatically manage Admins including a payment system witch monthly recuring membership fees, etc.

I know its existing, I got the Core Code here. You know that script?

You're absolutely right, its a core.php file from a site that used to be done with that plugin.

Thing is it has to interact with certain plugins.

Maybe its part of some kind of sourcebans extension?
