I don't know about the /spec bug, but the teammenu bug exists. I knew about this bug longtime ago.

How to produce this bug(in listen server)
Create server. Join spectator. Use amx_teammenu and transfer yourself in any team. After getting transferred you will see that you have got the first person view, but you don't have any weapons and hud doesn't show any details(he, ap, etc). In scoreboard you're still shown as a spectator. You can roam freely anywhere in the map, everyone can see your model too, even enemies can attack/kill you.

wrong, I tried to compile with 1.8.3 and plugins one not going.
You try compiliezi admincmd or admin with 1.8.3 and 1.8.2 to put them on, you will not run.

When a player have the joinclass menu open and he is transfered to spectator, because he has the joinclass menu opened, he can select a model
but, if he's spectator the server will be swuting down.

Bug (issue) is — not safe cs_set_user_team() function, which can shutdown (crash) all server in some cases.
