DODS Plugin Idea {HARDCORE}

I was recently playin cod 5 world at war and one of the features of the server admin was the ability to run the server in HARDCORE mode...
WTF is hardcore those of you that dont know what this is it removes players hud , Crosshair and also lowers players health with out him really knowing this because of no hud .
The lower health makes it 1 shot 1 kill almost every time ! of course all the weapons on cod5 can use ironsights so its great this will only work on a few weapons in dods but still would be awsome ...

This is what I have always wanted to acheive in dod source is it possible ?

Hud settings are clientside so the server can't force them. :-(

Edit: A plugin to lower the spawn health would be simple, and if you could somehow enforce that all the clients used the same settings(3rd party), then it could be possible.

What I meant by enforcing the settings is:

Removing all hud is possible by settings in the clients config files. There used to be addons(3rd party) like CD. Those 3rd party addons made sure that all the configs matched across all the clients. But, each client had to run the addon, and like everything else, there are ways to spoof.

So, with sourcemod no, with some other application, maybe.
