I didn't look into this a lot, but it seems somewhat like what you (point.blank) are looking for

http://www.serverdoc.com/modules.php...bout_ServerDoc
or a very simple script from digitalzone
PHP Code:
@echo off
cls
echo Protecting hlds from crashes.
echo If
you want to close hlds and this scriptclose the hlds window and type Y depending on your language followed by Enter.
title hlds by Digitalzone
:hlds
echo (%time%) hlds started.
start /wait /high hlds.exe -console -game cstrike -pingboost 3 +sys_ticrate 1000 +heapsize 250000 +sv_lan 0 +maxplayers 26 +map fy_snow +port 27015 +ip 89.33.194.226 -insecure
echo (%time%) WARNINGhlds closed or crashedrestarting.
goto
hlds
Only for windows...

Serverdoc is what I use, but that is for the home little server I run. Besides the hosted servers, which most of us also have, weather or not its windows or linux, they should all restart within 15 seconds. Unless a plugin is haulting the initial startup with a missing file or somthing similar to that nature. If it doesnt restart with "quit" or any other type of shutdown process, i would have to say that is an issue and i wouldnt like that one bit. Actually pretty retarded.

Just paste it into a text file, name it something.bat and run it.

It will keep spawning your server in an infinite loop.
Cleverly it waits for the first one to end before starting it again though.

You have to put tha .bat in the same directory where is hlds.exe and create a shorcut on the desktop for simple access
