Because acording to the documentation they both pretty much do the same thing, handled and stop.

this plugin does exactly what I was looking for.

But what about:
sm_rcon sm plugins unload PasswordProtect.smx
sm_rcon rcon_password

Is there a way to protect this as well?

Yes.

Do NOT give so much (rcon/root, etc) access to people you don't trust 100%.

I think you're completle missing the point.

In your line of thougt there would have been no need for this plugin in the first place.
