I'm pretty sure he was sarcastic. I doubt anything will happen to them unless their ISP catches them torrenting/pirating.

I don't think you can do anything about it. There are tons of sites like that, who operate daily and are untouchable.

Also if they aren't harming you than just leave em alone.

I don't think you understand what he's saying... He wants to have a non-steam server TAKEN DOWN.

Whether or not this can be done (and how easy it is) depends largely on the country in which the server is hosted. Valve is pretty good at taking care of this themselves. Basically, if it's not down already, there's nothing we can do.
