Try to install visual c++ x86 runtime. https://aka.ms/vs/17/release/vc_redist.x86.exe https://aka.ms/vs/17/release/vc_redist.x64.exe

im using windows server 2019 with the latest rehlds github master that i compiled with visual studio. Have you tried updating ?
