How many CS:GO servers can i host on my two dedicated servers?

Server #1:
Intel Core i7-3770
2x HDD 3,0 TB SATA
4x RAM 8192 MB DDR
Connection: 1 Gbit/s-Port

Server #2:
Intel® Core™ i7-6700 Quad-Core Skylake
64 GB DDR4 RAM
2 x 2 TB SATA
Connection: 1 Gbit/s-Port

I have 8 CS:GO servers on server #1 right now. Is that fine or too much? Three of them are 32 128 slots?

A problem i have is on my Dedicated #1 voices i starting to lag when +6 players join the server.

CPU around 10% - After a few min srcds_linux hops to around 40% CPU. What can i do?
