Mapchange -> Player 1 joins T -> Player 2 can't join T -> Player 3 joins CT -> Player 2 can join T
So there must be a CT before a 2nd player can join T?

this error&bug occurs when a eventday voting end within RoundEnd period. need some more work. added to issuelist
