It's better to rewrite a plugin than decompiling it. If you want it so much - tell us what exactly it does and somebody might make it...

I need the plugin with this functions: The plugin is 1 vs 1 match, I know that has a server and want to know if somebody can get. The plugin is like, 1vs1 and when the player wins, what is lost is replaced by the spec, and is always well, always run.

Attachment removed, you are not authorized to upload compiled plugins. If someone gave you that file, they are also required to provide you with the source code upon request. If they refuse, then ask someone to recreate the plugin. Trying to decompile plugins takes a lot of work and most people who know how to do it won't do it for free.
