CS GO domination/nemesis plugin request. will pay $15-30 (negotiable)

Hi, i was wondering if anyone can make a domination/nemesis plugin for cs go!

Like if someone gets 3 consecutive kills on you before you ever kill them, then they are your nemesis/dominating you, and it shows up on chat or csay or wherever is a good spot to you.
something like "xplayer is your nemesis with x consecutive kills on you"

and if you are dominating someone it says something along the lines of "You are domianting xplayer, with x consecutive kills on them"

basically what tf2 has but for CS GO.

Also if possible is there like a little marker that can show above the persons head who is dominating you? or something along those lines.
