I host a little srcds server on my PC (i5 9600K, 32 ram) and still face those unpleasant lags upon spawning (via advanced duplicator 2) and unfreezeing props.

Is there any way to eliminate these lags?

(Also will be grateful if someone will point me towards good server tuning manual or something like that)

HL2 engine is very old, 32bit program, using one CPU thread.
CSGO mod for example is very heavy game with all those hundred models and skins, like TF2.

You can't do much about it. There will always be some lags.

If map have build right way using also map tools to reduce player render view, that is good start. Physics props in multiplayer cause lot of burden to SRCDS, that is why you not see breakable moving objects in CSGO official maps.

Increase rate value, 128 tick x 2000 B:
sv_minrate 256000

And/or drop tickrate to 60, or 30.
Or another way is set sv_maxupdaterate 60
