How to change CS GO Server url and settings rate to 786432 to default rate ?

You can restrict rates using cvars.
sv_minrate 786432
sv_maxrate 0
sv_minupdaterate 33
sv_mincmdrate 33

In csgo, max update and cmdrate follow server tickrate value.

I think for the website, you're referring to where on the scoreboard it lets you click "server website". You set that by placing the link in motd.txt, which is in the csgo folder.

once i am inside the game , press tab to see the score, there at the bottom server website, which is pointing to

You mean a server redirect inside the motd?

am not using motd, when you are inside the game and press tab, at the bottom, there is a button server website, when i click on it it opens that url. i do not know why it is like that, is there a way to change that url?
