With that plugin being huge, I cannot reasonably test every facet of it. Are there other specific features in it that you think would be unsafe? Or are you just concerned about the skin/knife code being in the plugin when configured to not be used (as unused logic will not trigger a detection). The same goes for disabled plugins as well - they are fine.

Double-post.

I found someone to help test the Always Weapon Skins plugin. It seems to be fine (which makes sense since it's still only giving you the item that you own, just while on a different team).

Edit: The takeknife plugin also does not trigger any detection, but keep the server guidelines (the rules) in mind. Detection can be updated with game updates.

Some admins in my server used a weapon disarming command to give themselves other peoples' knife skins.

How to reproduce:
sm_disarm @me
sm_give <target with the knife skin> weapon_knife
Then you get his knife, you gotta be at the same position that the knife spawns in, so having no player collisions can cause it.
(this is at least what I remember)

Is this bannable? I'm afraid that maps can trigger it somehow if it is.

Psychonic, I would be interested in hearing if hats and pets purchased in the store are not allowed by Valve?

It would be best to link to the plugins, or at least attach the source code. Also, review the thread, as I believe the duckman already addressed the !takeknife plugin?

As for custom knife, as long as the stock knife is used as the base, it should not trigger a detection. If you do use a knife model that looks similar to any that Valve markets, however, you would be breaking the rules still and your server could be reported and GSLT banned. Completely custom models are fines.

As for takeknife, no, it didn't trigger a detection (yet), but may in the future. It does break the rules in my interpretation... but so does the default game behavior of being able to pick up a dropped weapon that you don't own.
