tried.. but players can still pause the game.. is the only thing i can't disable all other commands are disabled in callvote except pause

^ Did you added the command on gamemode_X files + server.cfg? ;) and restarted the serv?

Problem Solved!

i just needed to modify the: retakes_game.cfg and add sv_allow_votes 0 there as well...
before it was only added in server.cfg
