Ok. So the problem is that in

PHP Code:

It is unable to read your permissions (or they are not set yet). How are your user permissions defined in users.ini?

thats propably also our problem ...

You should recheck permissions also on client_putinserver.
We had a problem on our servers, that after authorized function (or while) the rights were cleared. So we made a hack to amxbans admin base to recheck the rights on putinserver.

It happened random, we couldn't find exact source of the randomness.

Ok so, you have a non steam server and are lying to me. As you should know, here, non steam is not supported so fix it yourself is not that hard.

Edit: to avoid these situations, next time: don't lie. I don't condemn non-steam use. But, acting as you have steam just gives me more trouble. Do it like: "hey I have this problem. Can it be because I have a non steam server?". Still, I can't support it and still, you can get banned (as it randomly occurs).

sorry, but I don't see how you found out he is NS?
I only see that he hid his steamID.
If it were NS server (and NS client), than there would be STEAM_ID_LAN or VALVE_ID_PENDING (or _LAN).
