I doubt there's any credibility behind that statement. It seems illogical to pay someone for private work, only to release it later.

Watch out when you're paying people for private requests! Most stuff already exists and you can hardly assess the quality of what you'll get, and if it's worth the money.

Look around. Most requests are private and only a fraction of what is available out there is actually publicly available (here). Most communities are in for the money, I keep my stuff private for different reasons.
