I have a problem and I think it's cause of it, I have a server and a few of people can write in color in my server I don't know how they do is it possible to block it ? If yes how ?

Okay i have the groups working right now.

But how do i add just 1 user?
If i try to add it like this:

Because normally new players dont have flags. you need a default option in your config

With new player i didn't meant a player who has never been on the server.
Just a second ago someone who was in the Noobz group joined my server yet he didn't have his colors (green) and tag...

Since 3.1.0 you can use Steam3 IDs. The problem there is that you removed the brackets. They're part of the ID. Unsurprisingly, removing random parts of IDs makes things not work.

You wouldn't remove the STEAM_, would you?

With the brackets it didn't do anything...
