Players with dynamic ip have one IP class, if you ban their class, changing their ip would be pointless ( but i dont recomend doing a permanent ban on class, since there may be more players with that IP class )

Belive me, i have dynamic ip and i got banned several times.

Example:

If player with dynamic IP has this IP -> 240.150.40.70
Every time he will change his IP it will be something like this 240.150.Random.Random
So, if you do this -> addban 240.150.0.0 it will add a ban on all these 240.150.(01-255).(01-255)

How does any of that matter, when ban should be placed on SteamID and not IP. This forum does not promote non-steam. Hence, IP bans should not even be a matter of discussion here.

Your IP being dynamic got nothing to do with the bans. SteamID is static and it is the most reliable source to keep someone out.

That is called an IP range.

And your assumption is still wrong.
Bigger providers have multiple IP-ranges.
To ban me you would need to ban at least 3 different classes (that i know off) starting with the first block. So if you would ban me you would need to ban ~50 million IP's.
Have fun with an empty server.

Banning by IP is simply bullshit and useless, you allways ban the wrong ones with one guy you want to ban and if you don't want to play on an empty server none of these bans can be permanent.
Get STEAM, make a STEAM-ONLY server and ban by STEAM_ID.
Yes you need to put more effort and work in your server to get it full, but you KNOW whom you ban if you need to.
