What is the recommended way to test sourcepawn plugins?, Im not going to be hosting any servers to actually play on, just for testing. Should I use a listen server or a dedicated server, If i am going to use a listen server what is different about installation of metamod/sourcemod compared to standard dedicated server installation. The game I am writing for is tf2 and my OS is Linux Mint.

Listen server:
Your computer is server
If you left game server will close
High ping for other players
Port problems
Cheap!

Dedicated server:
Expensive
No port problems
Low ping
7/24 online
Your computer is free so you can get more FPS

Sellect yourself.

Moved your thread to the right section - please be specific about where you're posting (the section you posted in has a sticky with some guidance).

SourceMod does not support Listen Servers, so your choice is effectively made for you. Install SRCDS locally.

I use a Listen Server (local) and most of the things works [I had no problems in years], with the exception of some plugins that adds a hard code "Only dedicated server" in the code.

In listen server some sm_commands don't work through the console, you may have to type in the chat "!sm_<command>" to work properly.

Use SRCDS from steamcmd.
Depends game, it's more faster to test different plugins.
Set game to mini window of course.

Dedicated server is the best way to go. That was the way Sourcemod was intended to be used. Your server doesn't have to be anything fancy to start. My TF2 server is just an old spare laptop I had laying around. It works fine.
