Make sure the file has the right ownership and permissions.
If that's the case rename your addons folder to addons1 and restart the server.

EDIT:
I have just realized that you were talking about just not being able to join the server and providing us with the client console output.
So if the server is loading the map just fine try setting cl_allowupload 1 via your game client console and join again.

and the sad part is, the map files i use is working i can play them in workshop maps with no problem i rly dont get it

yeah tryed it all nothing works D: and i been browsing the internet for 4 days i cant find anything about it. i start to believe im the only one with this problem

it was the way i dragged the files into the map folder that made the problem
