I am wondering if its possible to make it so the list of maps that shows up in the rtv are in a different order for every player so people on the server cant just say pick 4 cause 4 is not the same for everyone

That certainly is interesting. I probably won't be able to code this but it's probably better if you post the plugin (just a link) which contains the RTV that you are currently using so someone can just modify that one if they help you.
