No, it has nothing to do with superhero mod(altought the nightcrawler might have same abilites, never tried nightcrawler in superhero mod).

It's a private mod, I only know of one server who has it now, am I allowed to post IP? if you want to check it out.

The plugin is private. The creator sold it to only one community, and will not sell it to anyone else. If you'd like the mod, you'll have to pay full price for someone to code it from scratch or modify zombie plague (since that's what the author did).

Both ER and ZoD have the plugin. Almost nobody will make the plugin for free, but I may be mistaken.
