Ok i made an alias
alias yo "say blocked"
alias sys_ticrate yo

In the end i receive alias name is not valid in console and its possible to change ticrate , there are different servers with same alias but it works. I really have no idea what might be causing for it not to work.

I thought that sys_ticrate only worked in the command line.

New info: this thing only occures with max/min rate , ticrate , upd , hostname.
For example with simple "rate" it works fine.
