The reason why the IP said 0.0.0.0 was because you added it to favorites first. When you open CS and add a server to favorites you won't be able to connect to that server via favorites tab until you've first restarted CS once.

if you wanna join your own server. you need to create a text file in your "cstrike" called "steam_appid" and in there you should put "10" then save then restart your server =)
