a server of us is getting hacked by HLBRUTE It crashed a lot
What can i do to prevent ?

HlBrute is a rcon stealing program .

Use a complex password containing both letter and nhumeric digits .

put some banpenalty for rcon hack . Just put the below line in your server.cfg

sv_rcon_banpenalty 5
sv_rcon_maxfailures 10
sv_rcon_minfailures 5
sv_rcon_minfailuretime 30

why putting ban penalty 0 ?
put it around 5 .

If he is trying to stealing your rcon that means he is trying a lots of rcon password one by one to get the correct one . Just put it . The ip will be banned in every 5 rcon hack attempt . So the hack will not work properly.

one more thing.. how come you are so sure that its hlbrute ? can u see hlbrute rcon steam attempt in server console ?
