I don't what you're on, but this is not how you make such a plugin. You either use the CS_OnBuy forward in 1.9+ or the cl_buy.inc or Orpheu.

We were going to use the CS_OnBuy function in the Money Manager plugin to edit weapon prices but we used cl_buy because we don't plan on going to AMX 1.9 yet.

We installed the new version some time ago, but it caused the invalidity of several functions.

We created this plugin because those who use the DispatchKeyValue function are having problems that only make them work "when they want".
