Could somebody add those two functions to the Engine module? Thanks if you can.

Why? You can do that yourself in a script.
AMX Mod X is really a provider of the original API and doesn't really add more high level options to the API. The latter task is really what the plugins are meant for.
I made a script awhile back that fixes the Enemy spotted to also report how many enemies are in view. Not perfect, but I think it worked pretty well.
