Confirmed it's only affecting Windows? I don't see any issues on Linux as well.

Windows server 2012.. dll error....
1) Tried Verify integer cache.
2) Tried installing vissual c++

No love...

Yeah fixed it for me too. I have a windows server 2012, and a windows server 2008. Had some issues with my 2008 server but this fixed it.
