When I restart the server automatically restarts and rank, how to fix that?

Save them to a file, SqlLite, nvault, mysql, etc. On the forward plugin_end() and load them on the forward plugin_init().
There is a thread for this your Furien Mod? Ask there. Maybe it is even implemented and do this is just simple as set a cvar to on the "amxx.cfg" file.
