A surf world records plugin

I would like all the required, but they are actually required
If you are going to make it send me a pm and i will try to help where ever possible.

Required:
Make a custom end zone, and make timer start when you jump
Record times to 5 decimal places
Dump to a SQL database on a webserver
View top15 on the website on the server, with times for each map
Force settings: "Developer 1; fps_max 131"

Extras & Ideas:
Show what country people are from on top15
A nice fancy web interface where we can delete records
Respawn
Force Team

Why do you want to force client's settings "developer 1" and "fps_max 131"? Is it useful for surfing?

Sure its possible you have to turn off vertical synchronisation then you can get over 300 fps per second (if your graphics card is good enough)

having higher fps gives an advantage in surfing because it makes your more... floaty, and 131 is the surfing standard

developer 1 removes the 100 fps cap on HL1

Counter-strike itself caps your FPS at 1000, so you can get well over 300 with a good graphics card
