Has anyone made this or know where I can aquire this? Sucks to run maps that are 16v16 with 40+ players..

It's a feature exclusive to the Moongamers.com Server Side Manager (SSM). This isn't available to the public right now, or in the near future, but I'm sure beetlefart might be able to tell you a way to force someone onto a team.
