How do i getting in the car?

I can only make a car with id 0 so bots can drive them but i cannot i do amx_createcar car_viper 0 ****** but its always set to 0 what am i doing wrong? quotes dont work either.

Nvm did a restart and now it mysteriously works but how can i restrict it so only admins can use createcar other than just activate it before i use it?

This plugin work on serverside but not client why? also bots randomly spawn cars and they can shoot from cars dont like that.

I need to add this plugin to my server but I want to have a fixed spawn and only police car..would that be possible ?
