Testing this on my server, it seems that this makes Medic bots able to apply a permanent resistance buff to themselves and whoever they're healing when they're called to switch resistance types. Like, if a Medic bot has explosive resistance active and he or his heal target take bullet damage, then he'll switch his Vaccinator to bullet resistance, but him and his heal target will keep the explosive damage resistance, even when he's not healing them (or they keep the icon, at least).
