Make them, my god. Banning players also creates them.

and it's listip.cfg and banned.cfg, don't know where the other ones came from.

its should be in your dedicated server folder

MAKE ONE. Jees. Not to mention not many people ban by IP anyways..it's barely ever used.

Go to your mod folder , it's in your server folder , if you have a CS server its like this :
Your Servers Folder Name / Cstrike , then make to files called Banned.cfg and Listip.cfg , it's that simple.
