I've been searching all over for a fix but so far I haven't found one. hlstatsx.pl throws this message only on a CS: GO server. I have 4 other srcds servers logging that don't have this issue. I can RCON using other prorgrams/scripts without issue.

TRCON: Cannot setup TCP socket xxx.xxx.xxx.xxx:27019: No connection could be made because the target machine actively refused it.

Things I've tried:
Set +ip
Changed the RCON password
Tried going from the external IP and 127.0.0.1 (hlstatsx.pl and srcds are on the same box) on the logaddress in server.cfg as well as binding the IP in hlstatsx.pl

This is running on a Windows Server 2008 R2 machine. The firewall is completely turned off on each profile.

Update: Apparently the command line "-usercon" is required for any RCON functions to work.
