If you have an 18 Slot server, you won't be able to get more than 18.
so if you have an 18 slot server, making it maxplayers "32" will do nothing.
sv_maxplayers 1 is going to show your server as 0/1 slots to anyone wanting to connect. So to outsiders it's going to look like you have a 1 Slot server. :/
