TF2 SERVER: [SOURCEOP] Failed to load libmySQL

[SOURCEOP] Failed to load libmySQL with error 126: The specified module could not be found.

I'm getting this error when attempting to launch the server after sourceop has been added to it. I've looked online but everything I can find doesn't quite match up to this issue.

My libmysql.dll is on the filepath Dedicated Server\tf\custom\bin
My SourceOP mod is installed on the filepath Dedicated Server\tf\custom\MODS\

Any help on this is greatly appreciated.
