DeathChaos already made a plugin that forces bots to defibrillate via looking and primary attack with defibs, but I'm guessing you want to fake all of the defibbing because the real method's too unstable or needy?

I've also created a VScript and signature plugin of defibrillating via menu, so defibbing externally is possible now.

EDIT: There's no easy signature for the defib animation, only thing I could find was CTerrorPlayer::StartUseAction(TerrorPlayerUse Action,CBaseEntity *,float, bool) but without any of the definitions of TerrorPlayerUseAction, it's gonna take a lot of trial, error and potential crashing.
Probably better to use the animation-forcing method of this plugin instead.
