ya, thats what superhero mod is! You earn levels by killing/planting/defusing bomb. First, download it and install it on your server, if you want customizations, I can customize it, just post here what customizations you want. And look around on these forums for how to install a plugin, I have about 300000 tutorials! All the damn same.

huh? lol. amxx is a half-life scripting language used to do things that the half-life game engine does not support otherwise. And no, amxx does not have a built in superhero feature. That is why the coders who made forums made this feature Search feature people of these forums should really try it one day ;-)
