Then change your RCON password and don't make it as simple as "123".

I dont know where you server is hosted! But maybe you control panel pass is hacked switch this pass too! With that he have your server.cfg with your pass! And another thing dont put your .cfg file on the fastdownload if you have one lol

You can remove your rcon password complite and just use the Sourcemods rcon insted and if you dont have sourcemod dont put you rcon password on your server.cfg put it on you command line insted

and check so he dont have other admin commands on you server

you dont need to have a rcon password if you have sourcemod bc you can just use sm_rcon so do what ddohaward says and you server its security
