Is it possible to create a server plugin to deny access for people into my servers with

cl_restrict_server_commands 1 or 2

in their .cfg so that only people who want to play modded fun servers can join?

This isnt meant as a flame towards Valve as im sure there are many better than me at that............ i am looking only for a solution to my servers current problems.

Well... if you use zBlock, CVAR-X, etc. then they'll naturally be kicked.
